For more than 40 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
Between 2010 and 2018, Médecins du Monde established the first comprehensive humanitarian harm reduction program in Tanzania in the city of Dar es Salaam. Despite a political environment less than favorable, this pilot project included comprehensive services adapted to the needs of people. The teams have set up a reception center and mobile activities to go and meet the most isolated people who are using drugs. The project has been handed over to local authorities and CSOs and MdM is now working on technical assistance for harm reduction activities in Tanzania & also in Burundi & Rwanda to support local Harm Reduction for PWIDs projects.
Tanzania has a restrictive legislation and low access to prevention & health care for key populations (PWIDs, sex workers and men who have sex with men) which lead to high prevalence of sexually transmitted diseases. MdM also implement sexual & reproductive health & rights projects targeting key population and/or youth in Dar es Salaam (direct intervention) & in Dodoma through a partnership with local CSO Tahea.
Description of the position
The Security Support Officer will be responsible for revising the tools and updating the content of MdM security pack in Tanzania, Burundi & Rwanda.
Context Analysis
- Prepare and organize for the coordination office a participatory workshop with relevant team members to update/review/prepare as needed the Risk Analysis, Security Rules, Contingency Plans and Stakeholder Mapping
- Ensure the security network contact list/network is updated
- Suggest tools and processes for improved context and security monitoring
- Train relevant staff members on analysis of the context, collection of relevant data, analysis of trends, incident reporting, and information sharing within the mission
Security management tools
- Review the existing security package in close coordination with key staff members involved in security management
- Proposes simplification and/or change of format of the various existing security documents
- Finalize the money management protocols in collaboration with Logistics and Administrative Coordinator

Gross monthly salary: 3,306 euros
Premium equal to one month salary paid in two installations – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

EXPERIENCE
Relevant certifications or training in security management
At least 2 years experience in a similar position
Knowledge of MdM security tools
Strong knowledge and understanding of security management principles, practices, and procedures
Excellent written and verbal communication skills, with the ability to convey complex security concepts in a clear and concise manner
Strong analytical and problem-solving skills, with attention to detail
Ability to work collaboratively with diverse teams and stakeholders
Flexibility and adaptability
Languages: English is mandatory, knowledge of French is a plus
